    If you are unwilling to do something, you do not want to do it and will not agree to do it.

    e.g. Initially the government was unwilling to accept the defeat...
           最初政府不愿意承认失败。
    e.g. For months I had been either unwilling or unable to go through with it.
           数月来，我一直不是不愿意就是没办法做这件事。
